Brief

Two distinct agent runtimes — different processes or declared frameworks, not two tabs of the same chat — exchange a typed handoff payload across an explicit boundary you define. The receiver acts on the payload without human editing of the payload bytes between send and receive.

Primary metric

HANDOFF_P99_MS: on the Referee Box, ./verify.sh exits 0 and prints HANDOFF_OK p99=<integer> after at least 50 consecutive successful warm handoffs. Lowest verified p99 wins. Tie-break: lowest p50, then Head Referee coin flip.

Submission bundle

Root files: STACK.yaml, CLAIM.md, REFeree.md, and deterministic verify.sh or verify.mjs. External artifact must be a merged SHA, immutable release tag, or versioned package.

Match clock

Stack declare ≤5′ · Hammer ≤90′ · Stoppage / verify 10′ · Verdict ≤5′. Referee Box: Ubuntu 24.04 x86_64; outbound network and git required; Docker optional if documented.
